Full closure awarded on Gloucester property

A full closure order for a basement flat in Wellington Street in Gloucester has been granted by a court following work by Gloucester City Council’s Solace Team, working in partnership with Gloucestershire Constabulary.

It means that no one is allowed to enter the property for the next three months, except for emergency services and the landlord.

The closure follows years of serious anti-social behaviour linked to the tenant, Mansel Marshall, aged 78, and his visitors. Despite previous legal action – including a partial closure order in 2022 and an anti-social behaviour injunction in 2024 – the disruptive behaviour continued.

Residents have reported:

  • Loud shouting, swearing, and fighting
  • Frequent visitors causing noise and disturbance
  • Drug-related activity and threatening behaviour
  • Fear of leaving their homes and loss of sleep

One neighbour said: “We hear shouting in the street at night, people asking for drugs, and see people taking drugs on bins. It’s blatant and we don’t feel safe going out.”

PC Jon Hemming of Gloucestershire Police said: “This closure order is the result of nearly two years of joint work between the police and Solace. It’s a vital step to protect vulnerable residents and restore peace to Wellington Street.”

Joe Mullis, Solace Officer, Gloucester City Council, added: “Mr Marshall has ignored multiple court orders and shown no respect for the law or his neighbours. This closure gives the community the break they deserve and sends a clear message that anti-social behaviour will not be tolerated.”

Residents are urged to report any breaches of the closure order to Gloucestershire Police immediately.
